In Detroit, maintaining a Certificate of Compliance (C o C) is not just a regulatory requirement—it's a commitment to safety, legality, and community standards. Whether you own residential rentals, commercial properties, or vacant buildings, understanding the nuances of CoC requirements is essential.
Residential Rental Properties
All residential rental properties in Detroit, excluding owner-occupied single-family homes, must obtain a Certificate of Compliance. This certificate confirms that the property meets the city's safety and maintenance standards.
Validity Period: The C o C for residential rentals is valid for 3 years. However, if a property passes two consecutive inspections without violations, the validity can be extended to 5 years.
Lead Inspection Requirements: As of May 1, 2025, Detroit has implemented a new rental ordinance that modifies lead inspection protocols. Properties will undergo visual-only inspections for deteriorated paint or bare soil. Dust wipe sampling is no longer required unless mandated by the Michigan Department of Health and Human Services.
Registration: Property owners must register their rentals through the Accela Citizen Access portal.
Commercial Properties
Commercial buildings, whether occupied or vacant, are also subject to CoC requirements:
Validity Period: The C o C for commercial properties is valid for 2 years.
Inspection: Properties must pass an inspection confirming compliance with the Property Maintenance Code.
Vacant Properties and Exterior Compliance
Vacant properties must adhere to specific exterior maintenance standards:
Exterior C o C: An Exterior Certificate of Compliance is required annually for vacant buildings. This ensures the property does not pose safety hazards or become an eyesore.
Registration: Owners must register vacant properties through the Accela Citizen Access portal.
